According to the opinions, the whole process and coverage of the examination and approval system for engineering construction projects should be reformed.In the first half of 2019, the examination and approval time for engineering construction projects nationwide will be reduced to less than 120 working days, and the examination and approval system framework and information data platform for engineering construction projects in provinces (autonomous regions) and cities at or above the prefectural level will be preliminarily completed.By the end of 2019, the project construction project approval management system and related system platform interconnection;The pilot areas continued to deepen reform, step up reform and innovation, and improve the efficiency of examination and approval.By the end of 2020, a unified national approval and management system for construction projects will be basically in place.

The guideline calls for "four harmonizations" in the examination and approval of construction projects.First, the unified approval process.We will streamline the examination and approval process and gradually develop a unified list of items for examination and approval nationwide.The examination and approval stages shall be reasonably divided, and each examination and approval stage shall be implemented with "one leading company, parallel examination and approval, and completion within a limited time".We formulated a unified nationwide demonstration text of the examination and approval flow chart for engineering construction projects, and further refined the examination and approval process at the local level.Implement joint examination of drawings and joint acceptance, and implement regional assessment and notification commitment system.Second, unified information and data platform.Local people's governments at or above the prefectural level shall, in accordance with the principle of "horizontal to the border, vertical to the end", integrate and build the examination and approval management system of engineering construction projects covering all relevant local departments, districts and counties, and connect it with relevant national systems.The provincial construction project examination and approval management system shall realize real-time sharing of examination and approval data with related systems of the state and cities in the region.Third, unified examination and approval management system.Integrate all kinds of planning, build a "blueprint" of "integration of multiple plans", and coordinate the project implementation.A comprehensive service window for the examination and approval of engineering construction projects will be set up to provide comprehensive services through "one window".At each stage of examination and approval, the operation mode of "one business guide, one application form, one set of application materials, and multiple approvals" will be implemented, and the application materials will be integrated.We will establish and improve a supporting system for examination and approval, and establish a set of mechanisms to standardize the examination and approval process.Fourth, unified supervision.We will establish a new regulatory mechanism based on "dual random and one open" regulation, with priority regulation as its complement and credit regulation as its basis.Strengthen the construction of credit system, and build a joint punishment mechanism of "breaking a promise and being restricted everywhere".We will establish and improve the management system for intermediary services and municipal public services and standardize them.

The guideline requires all departments concerned to strengthen collaboration and close cooperation.Local people's governments should assume the primary responsibility for reform, formulate a timetable and roadmap for reform, and ensure that the tasks of reform are completed on time and with good quality.Those who fail to advance their work and affect the reform process of the examination and approval system for construction projects, especially those who fail to complete the phased work targets on time, shall be held seriously accountable in accordance with the law and regulations.
